I just got off the phone with the Pa state inspection quality control officer and the bottom line is that you DO have to have turn signals for Pa. state inspection on any motorcycle that was originally equipped with them. You do not have to have them to pass the enhanced vehicle inspection, but you will have to have them when the bike comes back in for state inspection. Blue dots are legal ONLY in ornamental lighting ( you cannot have a blue dot in a tailight or turn signal lens, but you can have them in a bullet light)
